I know someone who applied a few weeks before his official move to Texas and his CHL was processed quickly. He did include a photocopy of his CHL from his prior state with his application packet, so maybe that helped.

This sounds like a lot of effort and expense for very little benefit. We keep hearing pro gun political capital is limited, so why spend even a tiny bit on this? You're right. It's legal by default and a 30.06 sign has no weight unless it's a private school. However, employees can be fired and students can be expelled.
