Are filibusters allowed in the Texas legislature?
Filibusters are permitted in the Senate but not in the House of Representatives.

Parliamentary procedures

What might we expect in the coming days when the House and Senate once again take up HB 910 and SB 11? At times it is apparent that the legislators don't know their own procedures, which has indeed caused some confusion. What I would like to know from any of you who might have knowledge in the area, is what are the pathways or pitfalls for these bills to become law and how might they be overcome? What I am interested in are the obscure or seldom used rules, if any, that either the house or senate may employ in order to bring a bill up for a vote.
