Is the offer to upgrade Life memberships to Endowment for $250 available only during the Annual Meeting?

I found this offer on the NRA Annual Meeting site, but when I enter my member no. it says "Celebration of American Values - NRA Membership Upgrades are no longer available online."

I don't want to miss the opportunity to upgrade again ... and continue helping the 2A cause.

I will contact NRA member services, but wonder if someone here knows...
