You're right. He's the Governor. The agenda of a special session is his decision alone.

If he puts RKBA reform on the table, and the lege drops the ball, that tells us where he and they stand. If he doesn't put it on the agenda that still tells us where he stands, and more clearly than a million campaign speaches and pithy sound bites.

Right. Until he does that we can expect no gun laws are on the agenda. If he calls another session for gun rights, the speed at which someone finds out what's happening depends where they look.
