I have been there when just after hanging a new target, and before I had even loaded, holes started appearing in MY target. For sure there are people that bad and they do indeed exist. You can shoot FMJ on the tactical range at Elm Fork. Advantage is that you do not have to sit (can stand, lean, etc) but its a relatively short range as I recall. Have not been there in some time, but it may only be 25 or 50 yds max.
