I left NY 18 years ago, but when I lived there - yes. Your purchase permit was your carry license.I could see a effect with regards to straw purchases, but not carrying. I guess NY laws are so rigid you might not be able to make a purchase without a carry license?
It was really stupid. You could not touch a gun without a purchase permit.
