You are reading an old version. The most recent version retains the "license holder" language for 06/07.

I made this same mistake when reading the committee substitute.

Also, removes the "shoulder or belt" part.

The most recent language posted effectively renders 30.06/7 unenforceable. I have discussed why above...but here's the short version:

30.06/7 only apply to carrying "under the authority of your LTC". If you can carry without a license then you aren't carrying "under the authority" of your LTC. Otherwise a cop with LTC can never carry past 30.06/7.

30.05 has an exemption for people who are physically in possession of a LTC, even if they aren't carrying under it's authority....so a gunbuster doesn't work for license holders either.
Hey, I like that. It sounds good enough for me to pitch it to a jury on a Class C charge. Worst case is $200 if you lose.

I want a 30.08 and 30.09 for unlicensed CC and OC, and change one word in .06 and .07, making every current sign obsolete and invalid.

Page 13 line 8, adds 46.03 and 46.035 to the exemptions for ltc holders and authorized carriers.
I see what you are saying. Page 13, line 8 adds 46.035... but that is for cops, and everyone listed from page 13 line 8 until page 15, Line 6... at which time, page 15, line 7 starts discussing the groups for whom 46.02 do not apply (but that 46.03 and 46.035 DO STILL APPLY) and CHL holders are listed under there like they always have been.

This is the "Some animals are more equal than others" law that we have fought every time that it has come up to give exemptions to 46.035 for court employees, DAs, and other non-leo folks.

This bill does not exempt license holders from 46.03 or 46.035, unless that license holder is also a "special citizen" like a city attorney or probation officer, and others that are not TCOLE or Security licensed to carry a handgun as part of their jobs.
