It is to unlicensed people what 30:06 is to those with an LTC. It is a response to Texas passing Constitutional Carry.
I would be willing to bet that 90% or more of the folks carrying under constitutional carry have no idea what that sign means. Or even to look for it.

That's simple. The theater is paying for the LEO to be there. The school/ISD doesn't want to or can't afford to do the same. Or the PD doesn't want to or can't afford to put an officer in all the schools within their jurisdiction.
Funny thing about what they can afford to do or not afford to do. The high schools in plano had a police officer on campus when my son was attending a few years back. The police officer was to protect the students from each other.

Legacy Cinemark has had a cop there for a while. Even the "I see you" tower in the parking lot.

Funny you point that out. I was having a conversation over breakfast this morning and the exact same irony was mentioned. Put a cop in the lobby of a theater, but not at the entrance of an elementary school to protect our children. The reason is obvious. The goal for the libtards is not to protect our children. The goal is to take away our means of resistance as the government increases it's authority over us.

Speaking of cinemark. I go to the one in plano quite often. I noticed a few weeks ago that they have a cop standing in the entry lobby. I don't recall noticing this before. It sure made me feel a whole lot safer knowing a cop would be standing in the lobby in case some nut decided to start shooting up the theater some 500 yards away. :lol: it is amazing how little effort it takes to make the Sheeple feel all warm and fuzzy.
