I-495 does not enter the district, but Maryland has its own problems. When visiting the area, the best strategy is to overnight on the VA side. Take the metro into the city. Stay in the touristy or business areas and get back to VA before dark.

No FFL is required. The teen can buy it himself. An 80% kit is, by definition, not a firearm.

Primary Arms has 30rd solid black PMAGs on sale for $9.99 and it looks like the M2 and M3 are both available at that price. If you want windows the price goes up a few bucks.

Palmetto State Armory has five 30rd PMAGs and a rifle case for $59.99, as well as the $6.99 aluminum mags already mentioned.
