An interesting point, of course, is that schools can already prohibit students and employees from bringing a firearm onto campus, including parking areas, simply by writing policies to that end. Conversely, any school that wanted to could write a policy permitting concealed carry, etc, on premises. ...

Letting a child have access to an unloaded firearm is not against Texas criminal law. But you're way out on a limb as far as civil law is concerned.

Proposed legislation

HB 362, by Talton, would require that anyone accepting a driver's license as ID must accept a Texas CHL for the same purpose.

Largely symbolic, given that the Texas CHL isn't valid without a Texas DL or ID.
