Not in my opinion.

It is not normal for an adult to walk around wearing a mask at anything other than a Halloween or Mardi Gras party.

It is quite normal for a man to wear a hat in a public place where one does not sit down (such as a bank or store). That was accepted hat etiquette back in the days when etiquette was still a subject of mature attention.

(Men should of course remove their hats when greeting a lady or superior, or while saluting the flag. Women have different rules.)

Are bank tellers special?

Clerks in convenience and liquor stores get killed by criminals at a far higher rate.

Oddly enough, I haven't seen a convenience or liquor store that requires people to remove hats.

The ultimate extension of that mentality is having you take off your clothes and put on one of those paper medical gowns that doesn't quite close in back.

The airlines are pretty far down that road.

Laws generally do not state what you can do, only what you may not do. The places where weapons are prohibited are defined in Texas Penal Code Chapter 46.03 and 46.035. Banks are not on the list.

Any bank can post a sign sign that prohibits carrying a concealed handgun in accordance with PC 30.06.

There are rumors that federal law prohibits carrying in banks. Those rumors are bogus.
