WA does recognize non-resident permits issued by States whose permit they honor.
The same web site says that WA will issue a non resident permit if you qualify, but you need to apply in person.
Looks pretty easy to apply... I don't see that you need to take any classes, just fill out the form, pay the fee and pass a background check.If you are not a Washington State resident, you may apply at any local law enforcement agency in Washington
