Why couldn't the National Park thinghy be amended to include the USACE, TVA and NWS? Aren't all of these agencies operating under the same US government?

Indeed! We've had MANY heated debates on carry/not carry on Corps of Engineers Land over the past decade. A debate that has never been resolved. And the Corps of Engineers land means lakes in Texas. Lots of them. And confusion reigns. Let's stop this confusion.

There is an active bill change the law similar to what was done to carry in National Parks. Recreational Lands Self-Defense Act (H.R. 1865)

The National Parks bill does not apply to COE property. COE lakes are not National Parks.
