Sounds like an allaround good guy was killed on a boating ramp while doing a little night fishing:

That boat ramp is on Army Corps of Engineers property in Tennessee.

The COE should be held partially liable for this because their pointless gun ban didn't disarm the perp and may have denied the law-abiding victim a means of self-defense. if nothing else, this should be used a talking point to end the ban.

The management of the COE is above public reproach. I've dealt with the leader of the Ft. Worth district and he was quick to remind me that the COE is in the flood control business and that they pretty much consider anything to do with the recreational use of their property a distant priority.

IMO, it will take Congressional action to force them to allow licensed carry on Corps property and have written to my Congressman several times about that. I also cited the Federal court ruling which, while narrow to a specific Corps district, could be used as a legal precedent to overturn the COA denial of citizen's 2nd Amendment rights. Given the current President and lack of will to challenge him on anything by the Congress, I cannot imagine anything happening on this until after 2016. It is ridiculous that I can carry in Yellowstone NP and not on the shore of Lake Grapevine.

It involves Changing Army Regulations ... I used to know the procedure required, I forget now
