I think it means that Justice Thomas sees it as his mission to step up and fulfill Scalia's role. The article that I read earlier today about this noted that when Scalia was alive, Thomas always sat to his right. They were close friends, and apparently, Thomas was one of three people invited to offer a prayer at Scalia's funeral. That's my interpretation as well. His vote has always been solid, but the concurring / dissenting opinions were almost always Justice Scalia's spectrum, as well as the verbal exchanges that Justice Scalia was famous for.
