Say all bills pass- what about private college parking lots?

Assuming that the campus carry bill passes (but does not apply to private universities) and the parking lot bill passes. What happens when a private university posts the entrances to their campus? Does that mean:
- the whole campus is posted for no carry
- the parking lots can have guns in vehicles of employees but not students
- the university can't post the parking lots, but will have to post each individual building
- something else?

I know some private universities that have a gated campus with only a couple of entrances/exits, so it would be "easier" for them to post the entrances rather than each individual building. So, if they did that what would it mean to our ability to keep a firearm in the car (just like we can now since there is no posting)

This is a good question - specifically regarding the difference it could create between staff and student parking on a private campus. I wonder if that has been considered ...

If the campus carry bills (eg HB750) were to pass as they are written now, private colleges could ban carry in buildings ("premises" per PC §46.035), but not the entire campus.

Relevant text of HB750:
SECTION 1. Subchapter H, Chapter 411, Government Code, is
amended by adding Section 411.2031 to read as follows:

Sec. 411.2031. CARRYING OF HANDGUNS BY CERTAIN LICENSE
HOLDERS ON CAMPUSES.
(a) For purposes of this section:
(3) "Premises" has the meaning assigned by Section
46.035, Penal Code.
(b) Except as provided by Subsection (c) or (d), an
institution of higher education or private or independent
institution of higher education in this state may not adopt any
rule, regulation, or other provision prohibiting license holders
from carrying handguns on the campus of the institution.
(c) A private or independent institution of higher
education in this state may, after consulting with students, staff,
and faculty of the institution, adopt rules, regulations, or other
provisions prohibiting license holders from carrying handguns on
premises that are owned or operated by the institution and located
on the campus of the institution.

You know that is a very good question. Understanding that it currently is not against state law to carry in any college campus parking lot is the first step. However it is against school policy and rules in almost every college as well. With that being said if these bills were to pass, the option to deny a CHL holder the right to carry into buildings would be at state law level. And again, that was never the issue for parking lots, school policy was. I don't think anything in the legislation can keep private universities from making weapons in the parking lot against school policy just as it was before since they are even given the legal state right to opt out campus buildings. I'm not saying it makes perfect sense, just how I see it ending up. If they ban weapons by state law in buildings they will make school policy ban them in parking lots. Which means anyone who actively attends the university will be subject to discipline by the school if caught breaking those rules. But not by the state, not there rule.
