OR: DA decides not to prosecute CA CHL who shot OR man

I couldn't follow what happened. CA CHL is not charged for shooting OR man with arrest record.

And in Oregon.

Related man and women go out for drinks with next door women and boyfriend.
BF/GF get into argument. GF and BF walk off, BF with brown bag which evidently has $4000 in it.
BF loses track of bag.
BF accuses GF of having it. Makes scene.
Things happen.
Man goes out to check car. BF drives up, accuses man of taking bag (just because man knows it's a brown bag). Pulls revolver, gets shot dead.
