Interesting chart. What year did Texas change the eligibility rules about deferred adjudication?

I'm curious what might be behind the 2004 to 2007 increase for CHL while general population declines.

Don't know for sure, but suspect it is a result of the increasing rate of CHL license issuances. Just a guess.
