Most likely blanks. If it had been ammo with bullets they wouldn't have had to cycle the actions between shots. Blanks can injure and even kill, you should treat them as live rounds at all times.

I don't think he was supposed to fire. They were loading the rifles, when the idiot in the back row discharged his rifle. Probably poor finger control. He was the only one that fired. They were supposed to fire straight up later. That also makes me believe that they were firing blanks. You know, everything that goes up, must come down.
