i've been trying to find this in the dps code.
is it legal to carry on public transportation, assuming the absence of 30.06?

Absolutely legal to carry on public transportation in the absence of 30.06 sign. And I think that the 30.06 sign is of dubious legal standing in that situations since it is a publicly owned thing and local governments are not allowed preempt the CHL statute usually.

The list of places you cannot carry is fairly short - so if it doesn't mention that specific place in the penal code and it isn't properly posted, then you are legal to carry there (ignoring federal property issues for the moment).
