Notice that they slipped in the requirement that it be concealed (HB823). I'm not sure how I feel about that. I guess it's alright. Thoughts?

I think it's silly, but I think they were probably thinking of charges of brandishing if someone outside the car could see the gun.
I'm always thinking of unintended consequences, though. I wonder if this will be used against someone who is legitimately travelling to or from a range or hunting.
