Virtual box from Oracle is for free and available for Linux and Windows. There is a feature to throttle the CPU and it is called the "execution cap." Besides that you can adjust many other settings and install a real (old) DOS of any kind.
I have used it in the past to get older programs to work and had success. I guess its worth a try.
