I will have to do my first renewal in about a year. I know that renewals are now online and no classes required, but is the shooting proficiency still required? I assume if so, I can contact a CHL instructor to arrange this?

No. Just go online 6 months before expiration and pay the fee.

I just received my letter from DPS about my renewal. My CHL expires in November, so I can/should do it now?

Yes, you are within 6 months so you can proceed. I would go ahead and do it now.
