Watching the last of the bus tour speeches, I will guess at the basic components of the plan that will be delivered in September. It's a four step plan.
1. Increase taxes
2. Cut taxes
3. Increase spending (more stimulus)
4. Cut spending
And that's about as detailed as the plan will be.
