The law really does not address two businesses sharing the exact same premises. Thus I see where TABC is coming from. The solution seems to be outlined by srothstein, to force the bar to define its premises differently from the rink. They may not want to do that, as many rinks operate "adult night", and want to sell/possess alcohol at the rink.

I don't think they can post 30.06 as the building is owned, in part, by the city and is used for public meetings etc. I'm not sure what the exact ownership arrangement of the building is. Another thing I will have to check out.

About to get my CHL and this is probably covered in the class but what is a 51% sign? I've looked through most (would say all but I probably missed a few) stickies so please edumikate me.

It's a sign, about 1 x 2 feet, printed in red, that says the establishment derives at least 51% of its income from the sale of alcoholic beverages on-premises, and carrying under the authority of a CHL is prohibited.

You can see one in any bar.

No, just how often you go to bars (or how observant you are). Liquor stores post something different as they do not get 51% of their revenue from the sale of alcohol for ON PREMISES CONSUMPTION.
