How long can someone wait to submit paperwork?

How long can someone wait to submit paperwork?
I've got a friend who is sitting on his CHL paperwork. Class was taken about a year ago........just didn't get it out. How long does he have to get it in??

Two years from the date on the TR-100 form.

Unless he paid online, then 1 year.
6 months for a renewal.
