Texas CHL courses must be taught in the state of Texas.

This isn't in the law. It's in the administrative code, in a section that I had not previously bothered looking at.

TITLE 37, PART 1, CHAPTER 6, SUBCHAPTER G, RULE §6.83:
(a) All classroom and range instruction for license applicants shall be conducted in this state.
For most other states that issue non-resident permits, the applicant does not need to set foot in the state.

Also, since the application, photographs, fingerprint cards, etc., must be delivered physically to DPS in Austin, teaching courses on the moon is even more impractical than I thought when I jokingly suggested it.

Unless Texas annexes the moon.

I'm surprised Bob Lanier didn't try.

Another hurdle is the moon doesn't currently have any approved ranges with a DPS range number.

Given the number of Texans who have been to the moon, getting a range certified would not be a problem. We just have to get the next astronaut who lands there to plant a Texas flag.

(Most astronauts live in the vicinity of JSC.)

I'm not good at math.

I would just suggest firing the shot and then hitting the lunar dirt before the bullet completes its orbit.
