Can a non-US citizen get a Texas CHL?

Maybe. A resident alien should have no real problem. A nonresident has a tougher row to hoe.

If he can legally purchase a firearm, Yes he can.

DPS will ask for a copy of his hunting license as a proof that he can legally purchase a firearm.

He needs a green card to have a CHL. But he can own a firearm for hunting/competition purposes. I am not sure if a Valid Visa with hunting license is enough for DPS. In 2008, it was not the case.

This. I've had a customer who was here on a green card (and like Beiruty, is now a US citizen ) and he had a CHL.

He has to have all the following: 1. A copy of his country's passport, 2. A copy of his I-94 form, 3. A copy of his US Visa, 4. A copy of his Texas hunting license, & 5. A copy of his Texas DL/ID card. Now, if he has a permanent resident card then that would also suffice without the above items. (Besides having a TX DL/ID)

Maybe NSA is a catch all net would be requested. However, I doubt NSA would share any of their info with a second party.

I had to wait to get my Permanent Residence status because I had a Temporary/Conditional DL until that time. Could not purchase a gun until I had my regular DL (bought my first pistol the same day it showed up in the mail). Didn't attempt to get CHL until after I bought my first couple of guns, but had no problems when I did.

So, a DL is ALSO a gun buying license.

I did not know that...but, then a social security number is often requested for many things not related to social security in any manner, shape or form, so I guess I shouldn't be surprised...

For Texas, you need a valid hunting license and a Texas id/DL. I'm on a student visa and got mine a few months back. Check out my thread below.
