The law that removed the requirement for a renewal class was crystal clear that renewal applications must be submitted before the current license expires. That said, DPS is known to be flagrantly ignoring that part of the law so chances are good you can renew without a class. I am aware of the above rule so thank you. Unemployment was/is the main reason why I could not afford the $70 renewal prior to expiration. My issue is that I am currently not employed with a department thus making my Peace Officer license irrelevant. As mentioned I do not have an issue if I must start over and the class will cost me nothing and give me more range time which I truly enjoy.

Are you considered a "Honorably Retired Texas Peace Officer"? Fee for that is $25 (new or renewal). See Here...

So I went ahead, renewed and now have my new card. What do I do with the old one, shred?

It is no longer valid, so you can dispose of it.
