I called today and the nice lady told me that my license was issued yesterday and either went in the mail yesterday or today! What's the average time to revive when it's in the mail? She told me 2-3 weeks but i should get it sooner.

I shipped a package to a small hamlet in SD last week. Got there in 3 days using first class mail.

Austin to your city in Texas is probably 3 days or so.
HOWEVER, when they say "mailed", it means that the printer was sent the file to process, and it really could take 7-10 days before you receive it.
So if it does not show up in 10 days, you may want to call them, anything before that, you will need to exercise that last bit of patience in getting your CHL
