Question regarding image posting on Texas3006.com

While I was out this evening, I passed two locations posting signs, and took photos of the signs. When I returned home I found one was currently listed but the other was not. For the new site, I was able to add an image while entering the site information. For the existing site, however, the only way I could post an image was as a comment. When I looked at adding it as a comment, the instructions indicated that the image could only be added by first posting it to Imgur.com (or a similar image-hosting site).

I am curious why there is a difference, or why an image cannot be added directly at a later time.
