He has suffered from bi-polar disorder and by the pumped up physique I'm guessing steroids may be involved and perhaps have affected his brain. There are bad cops to be sure and some have certainly had questionable shootings and many have been prosecuted when the laws appy, but to paint them with that broad brush just shows he's a typical Hollywood liberal idiot of the came caliber as De Niro and his ilk.
