I find it appalling that the police will take the time to pursue this "crime" They did not steal anything, they paid for their food and beverages, and did not pay for services that they did not receive. If anything the restaurant is committing the crime, trying to steal money for service they did not provide.
I also tip well when service is good. I start off with a standard, say like $5.00, and every time something unsatisfactory happens I will deduct from the tip. Its not very often I will reach zero.

Having waited tables, I can say that the very young (teens/college underclassmen) and the elderly are some of the worst tippers.
Also, large groups will often overlook the tip.
