I can see downsides to the bill.

Consider if I provide you drugs, you go into a major overdose, and then I call 911. Should I really have immunity for providing you a potentially lethal overdose?

I believe the family of the one who is saved might be more concerned with their loved one, at first anyway.

Of course I am in favor of the Death penalty for trafficking or manufacturing anything stronger than pot, so I might be a little biased.
