A few worthwhile quotes from the decision and the article:

The court ordered the city to now allow residents from the District and other states to carry weapon within its boundaries.

Judge Scullin wrote that the court “enjoins Defendants from enforcing the home limitations of [D.C. firearms laws] unless and until such time as the District of Columbia adopts a licensing mechanism consistent with constitutional standards enabling people to exercise their Second Amendment right to bear arms.”

So it seems that for now Texas CHL can carry in DC until they enact a licensing mechanism.

From the sound of the decision, it seems like Constitutional Carry until they get a licencing mechanism in place.

At which time... I wonder if they'll honor all States' CCW licenses or enter into a long and grueling process of reciprocity agreements to pick and choose which ones to honor.

I'll quit carrying a gun when they make murder and armed robbery illegal

Yup, right now constitutional carry is in effect in DC, for everyone!

I have a road trip coming up. I just might spend a day or two in the nation's capital. I just have to remember to leave the standard capacity magazines at home.

Wow, this is fantastic!

I took my family up to visit the yankee capitol earlier this year, and since I was staying in the district, I left my gun at home. I'd still be a bit nervous about carrying there - you never know what sort of shenanigans they might pull on us if we do. But it's great to have these victories.
Your best option for personal security is a lifelong commitment to avoidance, deterrence, and de-escalation.
When those fail, aim for center mass.

I feel obligated to point out that the yankee capital is still south of the Mason Dixon Line.

When I was born my "Aunt Ruth" (actually a cousin but a generation older than me) who later taught me that the proper name was "The War of Northern Aggression) sent my mother a telegram telling her that the family did not recognize children born north of the Mason Dixon Line. When I found out the truth I disabused her of her geographical ignorance.

Heaven have mercy! Don't do it! DC cops have a real bad reputation on this sort of stuff. Don't count on the local LEO to be briefed on a court decision. You may avoid the rap but who knows what kind of ride you will take. I have known of people tossed in jail because of expired registration tags there. That city looks to suck up every nickle not bailed down. They will find a way to make your life miserable. Living 100 miles from that cesspool is bad enough. Sure this put a tsp of chlorine in the pool, but it is going to take more than that to clean it up.

She's since posted that based on AG advice, Lanier has said they'll extend full reciprocity with all states.

Yep....still not going to go anywhere near DC with a firearm. In fact I recommend just not going near DC. I don't trust anyone in that town any further than I can throw them.

Now if that policy holds for a while and we have reports of CHL ers being able to carry with out harassment my opinion might change.

Perhaps... they're going to allow you to carry the *gun*, but still arrest you for the bullets in the magazine?
