GENERAL DESCRIPTION

Oversees a maintenance section and is responsible for providing a safe driving thoroughfare within a geographic area of the state through the maintenance of all roads, structures and rights-of-way. Supervises technical and clerical employees. Work requires responding to emergency notification on an as-needed basis. Work requires contact with governmental officials, private entities and the public. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

MINIMUM REQUIREMENTS

Education and Experience

Graduation from high school or equivalent plus eight (8) years experience in roadway maintenance or construction work. College education in engineering areas or technical training in maintenance, construction or engineering related activities may be substituted for experience on a year per year basis. Must have two (2) years managerial/supervisory experience. (Project leader and/or lead worker experience will substitute for managerial/supervisory experience.) (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ESSENTIAL DUTIES

Plans, schedules and coordinates work project needs to include personnel, equipment and material with the Area Engineer and other district staff on a regular basis.
Prioritizes and assigns projects to the maintenance section assistant and crew chiefs; guides them in the planning and scheduling of personnel/materials/equipment necessary to complete the work; ensures projects follow established safety guidelines.
Inspects road conditions, work-in-progress and work completed by the crews and contractors.
Plans, coordinates and implements emergency response to inclement weather, flooding, accidents and hazardous material spills affecting area roadways.
Responsible for maintenance section office activities including human resources, public relations, facilities and inventory management, and general office administrative matters; prepares and monitors section budget.
Handles public complaints.
Trains section employees.
Administers and inspects contracted maintenance activities.
Responsible for overseeing the operation and maintenance of light and heavy equipment.
Performs other job-related duties as assigned.

QUESTIONS

CONDITIONS OF EMPLOYMENT

Must have or obtain within 90 calendar days from date of employment a Commercial Driver License Class A-CDL.

Must pass a drug test prior to employment for commercial driver, safety sensitive and vessel crewmember positions. Commercial drivers, safety sensitive employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.

Required to work weekends and holidays.
Required to work hours other than 8 to 5.
Required to work under exposure to inclement weather conditions.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.

Maintenance Section Supervisors must be able to report for duty within 30 minutes of notification.

Driver's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.

Must attend work regularly and observe approved work hours.

External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.

External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.

Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.

If hired, employee must provide document(s) within three (3) days of hire date that establish identity and employment eligibility. As part of its employment process, TxDOT may procure or have prepared a criminal background check. An applicant with an unsatisfactory criminal background check report is ineligible to be hired for the position for which the report is initiated.

REMARKS

Employee may be contacted during off-duty hours to see if he or she can report to work for emergency conditions.

Registering with Selective Service is a requirement:
If you are a man ages 18 through 25 and living in the U.S., then you must register with Selective Service. It’s the law.
