The real question is does anyone in government really believe that nuclear weapons are an effective option to fight an insurgency? If so, then why haven't we nuked all the major cities in Afghanistan, Iraq, and other places where we've fought insurgents?

The possession of nuclear weapons is a net negative for U.S. government forces against any likely insurgent force. They can't use them, but insurgents could use them if they were able to steal them. Nuclear weapons are needed for other threats, but to suggest that they would be an effective option against insurgent forces who are trying to overthrow the government is just ignorant.

It doesn't appear the semi-veiled threats of nuclear weapon usage on the american public are aimed at a public insurgency or something along those lines.
It's be akin to using a flamethrower on a fire-ant mound. Burn everything on top of the mound but what's down in the ground would be untouched. I don't for a minute believe they are not aware of that as well as the political fall-out from such a horrific act. Nuke a city or cities because of a guerilla movement? They know that alone would make for the ultimate recruiting for such a movement.

I do tend to think it's more aimed at secession which is gaining ground within the public sphere and they are very much aware of that and genuinely frightened at such a prospect as they know it's legally and morally right.

The non-stop assault against the legacy of the southern nation of the 1860's being evidence of this owing to the continual screams of 'racist' about confederate monuments, yet those supposed 'claims' never once ask or answer the question as to whether or not the south had the legal and moral right to secede. They are terrified that truth will come out, secession is a right of the public and it leading to secession within the present-day, hence the screams of 'racism' and 'slavery' regarding the legacy of the southern nation. All of it done in an effort to frighten and intimidate people into silence about the legacy of the southern nation and stop any genuine discussion about secession and the legacy of the southern nation.
It is cultural warfare being waged against the truth, it's failing and they know it.

The recent bill within this state to develop a plan for secession very likely terrifies them far more than some insurgency potential owing to what that bill says about the cultural status of secession within the public sphere.
You'll note damn near not a word was said about that bill via the leftist media, damn near a total blackout on that bill.
They do not want public discussion of something like that at all.
I don't doubt at all they would not hesitate to nuke a southern city or several within any state or states that secede. They'd do this in order to terrorize the population of those states into submission of federal rule and end whatever degree of secession had been obtained.
Then claim use of nuclear weapons were justified owing to secession of states was an act of war against the country.
If they cannot stamp out the truth of secession before it becomes public knowledge and culturally acceptable, they will not be able to use this lie to justify what they already have indicated they are thinking of doing.

nukes under this scenario are no different than what sherman did or even worse the Tennessee valley 'campaign' and what was done there. nuclear weapons are more efficient than the technology available back then however the goal and the thinking behind it being the same.
