I'm not sure you read far enough. The article didn't say that lack of a resident-state license was the reason for revocation.

Phil Leiker, firearms investigator with the Bureau of Criminal Identification, said the crush of applicants has been largely unprecedented. And with the volume came a proportional number of revocations, which are done in cases in which a license holder shows up in the criminal database for violations ranging from domestic violence to armed robbery.

The crush of applicants was due to the new law; the revocations were not. The revocations would have occurred—though in proportionately lower volumes—whether the new home-state law was in effect or not.

Seems like strange terminology. If a new applicant fails the background check, his license isn't "revoked", it's denied. It is never issued. A revoked license is one that's issued to the applicant, then for some reason they invalidate it (revoke it).

The problem is that Utah will issue the permit at the 60 day mark, regardless of completion of the background check.

Not accurate for Utah.

I received my Utah license in the mail this week, with an effective date of 07/19.. In the envelope was a letter explaining my license was enclosed and valid, but it was subject to being revoked if my FBI criminal background check came back with any disqualifiers.
