The reason?
A law signed by Gov. Gary Herbert that took effect May 10 requiring applicants from other states seeking a Utah concealed weapon permit to obtain one from their home state first.
I'm not sure you read far enough. The article didn't say that lack of a resident-state license was the reason for revocation.

The crush of applicants was due to the new law; the revocations were not. The revocations would have occurred—though in proportionately lower volumes—whether the new home-state law was in effect or not.
