Open Carry question?

Open Carry question?
So I'm sure this has been answered already, but thought I'd ask anyway. I know Open carry passed, but when will it actually take effect? I've heard 9-1-15, & I've also heard 1-1-16. Can someone clarify?

Police Departments And/Or DPS wanted more time to train officers and such.

On page 43-44, section 53 says "Except as otherwise provided by this Act, this Act takes effect January 1, 2016." Other dates in the bill refer to section 31 and certification of votes.
