I've never had any, that I know personally, that were reluctant to tell me if they carried one. Where on the other hand I can see being a little more touchy.

Do you have any data, link, survey or study that supports this statement? I can say of all the cops I know and have in the family and had an opportunity to ask, every one of them carries a BUG.

I'm right with you on the sentimentality issue. I have guns that I inherited and there is no way I would voluntarily sell them. I sold some guns 25 years ago due to financial reasons and I've regretted it ever since.
If you think carrrying a backup gun is right for you, carry the .25 and just start putting away a few dollars every now and then. Before long you'll have enough stashed away to get something else.

Also a Keltec .380 may be another cheap alternative. I wouldn't want to be shot with a .25. However, I wouldn't want to depend on it for my life.
Then again, a gun you have is better than no gun. Maybe bystanders with a more powerful gun will respond to the rapport of your .25 and come assist.
