Re: HB 1927 on the Senate floor now

Hopefully we're moving another inch closer to buying a suppressor at Academy for 39.95.

ScottDLS wrote: Wed May 26, 2021 2:41 pm My read on it is if you want to exclude non-LTC carriers, you post a 30.05. If you want to exclude LTC you post 30.05 and 30.06/7. If you just post 30.06/7, then a LTC holder can carry because they are not carrying under the authority of their LTC. Similar to a Peace Officer (who happens to also have a LTC) openly carrying past a 30.07, or concealing past a 30.06.
This is going to be a mess. So under the new law, we can just ignore those gazillion 30.06/07 signs already out there because we won't be carrying "under the authority of our LTC." Conversely, if we see a 30.05, we can ignore it, too, and carry under the authority of our LTC.

Apparently, the only way a business can preclude ALL carrying is to post ALL THREE signs: 05, 06 and 07. Given the size of these signs, that's going to mean a whole WALL of signage at many entrances, which will be very unpopular. Many places, e.g. hospitals, have big, elaborate 06/07 signs mounted in glass frames and bolted onto stone walls, with no room for anything else.

I was criticized by an "gun expert" for posting the above comments on another gun forum. He said the new law states that .06 signs will also apply to non-LTC carriers, which is utterly false, and suggested I read the law so I won't appear "uneducated." If gun enthusiasts are that confused, a LOT of people out there, especially non-shooter lay peoplek and business owners, won't be able to make sense of all this.

Re: HB 1927 on the Senate floor now

Jeezaloo.... starting to sound like I could carry in more places if I canceled my LTC and just carried under 30.05.

What happens to LTC ? Is it going away?

Whats going to happen at gun purchases with background checks for people that have a LTC, is it going to be the wait again to buy?
This bill does nothing to the LTC program. It will be exactly the same (cost, requirements, benefits) as it was before. You still have to look for 30.06/7 and 51% signs, but can ignore pretty much any other anti-gun sign.
This will make it even more complicated. A lot of businesses still don't understand the 06/07 legalese like it is. So if you see an 06 sign, you can't carry with an LTC, but you can carry under the new law? To fix that, business will have to replace their current signage, or maybe add another sign to it, which will go over like a lead balloon.

Are there holster requirements for guns carried under this bill?

Re: HB 1927 on the Senate floor now

Cripes. This whole thing is going to get so complicated, with so many turns and twists and "if's" you'll need a college class to understand it clearly. The average lay person out there will be clueless.

Maybe we should just eliminate the LTC, let everybody carry who's eligible (i.e. non-felons, underage), have a list of no-carry places, official state signage, and leave it.

Re: HB 1927 on the Senate floor now

Removes the Dutton amendment which prohibits officers from using the mere presence of a holstered handgun to make an investigatory stop and inquiry.
That's an interesting concept. Under current law, they can check to see if you have an LTC. If this passes, however, you won't need an LTC. So what would there be to inquire about?

I found this and hope the link works as I have attached one before. it starts with page 1214 and HB1927 starts on page 1222. it has all of the amendments voted on yesterday. Hope this helps.
On page 1232 it says:
"Amend HBi1927 (senate committee printing) by striking the recital to SECTION
17 of the bill (page 6, lines 9-11) and substituting the following:
SECTIONi17.iiSection 30.05, Penal Code, is amended by adding Subsections
(c), (d-3), and (f-4) and amending Subsections (d) and (f) to read as follows:
(c)iiA person may provide notice that firearms are prohibited on the property by
posting a sign at each entrance to the property that:
(1)iiincludes language that is identical to or substantially similar to the
following: "Pursuant to Section 30.05, Penal Code (criminal trespass), a person may
not enter this property with a firearm"

It just says, "with a firearm." Does this enable business owners to ban firearms without distinguishing between concealed and openly carried?

Is there someplace where we can review these amendments that are causing concern?

Re: HB 1927 on the Senate floor now

Fascinating stuff. If it passes:

- Probably 99.99999% of the convenience stores in Texas have a standard sign on their windows saying "the unlicensed possession of a firearm on these premises..." and stating that it's a felony with up to 10 years in prison, $10,000 fine, etc. I'm sure everybody here has seen it. So if this passes, all of those will have to be removed.... or at least they will be ignored.

- Various legal protection companies like USCCA, [pre-paid legal], CCWSafe, etc. have packages and pricing for people with CHLs. They'll have to rework their business models.

- Presumably, this will negate the entire universe of 3006 and 3007 signage, many of which are engraved into glass. I wonder what the signage requirements will be if this passes.
