I don't think this woman just stopped, but had her car door open trying to get the ducks in her car. It appears they weren't even in the road. I don't think the penalty is near stiff enough for her stupidity and lack of common sense.

Two people are dead and for what? A couple of soulless creatures. I hope those ducks grow up to be great contributors to our society.

I had this very thing happen the other day for ducks crossing the road. It was only by the grace of God that I and others didn't end up in an accident on a busy road because some individual stopped a car and put humans at risk for a couple if ducks. The verbiage I used in the car would not pass the 10 year old daughter rule.
