Quite frankly, due to the magnitude of this disaster, I am surprised they waited this long to implement a curfew.

Now it's midnight till 5 AM. Those going to work are exempt. Let's see, a lot of looters are "working" from midnight till 5 am!! 
We had a curfew when Celia hit Corpus in 1970. If you had a pass from some city agency, I forget which one, you were exempt. I think I still have that "pass" somewhere in my old archives.
