Send in a correct LTC-8, so your friend can get his certificate.
You should ALSO contact DPS so they know that the number on the previous LTC-8 is incorrect.
Mistakes happen, not a big deal, but getting the correct LTC-8 in the system will help your friend.

If I'm re-chambering the same round that I pulled before I usually lock the slide back, drop the round in the pipe then release the slide. Just have to remember to pull it back slightly to make sure the extractor caught correctly. Then there should be no set back even if it were going to happen, no...

There is no requirement that shooters with a revolver fire DAO.
As long as they can fire safely, and get off the required shots in time, they can shoot however they would like.
