It is not in the US Code (law written by Congress). It is in the Code of Federal Regulations (regulations written by bureaucrats to implement the USC).

My pet theory is that lower-level ATF bureacrats were all ready to push through the rule change to eliminate the CLEO signoff, but then higher-ups in ATF/DOJ caught wind of it and made the change. Why else would they implement an eForm system that has no provision for CLEO signatures, and in fact would be useless for all form 1's & 4's once the signoff was required for everyone? And I'm guessing that some lower-level ATF bureaucrats in the NFA Branch would like the increased budgets that would come with more form 1's & 4's being processed under looser restrictions.

Didn't SB273 pass before HB910? A little difficult to address something that didn't exist at the time.
I'm not saying that it was intentional or that they should have necessarily forseen it. I'm just saying it should be fixed.

I noticed that SB273 only covers 30.06 signs. Governmental entities are free to post all the invalid 30.07 signs they want to, without anyone having recourse. This might be a good thing to fix next session.

Did not pass. It died because of infighting between the House and Senate on a totally unrelated issue/item.

This will go on my "Wait 'til next session" list.
Altho, someone said Louisiana did something so the signoff could come from the State. I didn't quite understand what they were describing. Maybe this is something the Governor / Attorney General can look into.
The ATF will accept signatures from state-level CLEOs too. The DPS and AG would be acceptable.
