As it is a crime to open carry a sidearm without a CHL, the mere observation of person with a holster handgun is an articulated suspicion for LEO to stop the suspect and check his CHL.
Just like when you arrive in court, guilty until proven innocent eh?

After the eligible at 7:40 section is the "Senate requests conference committee" section. SB11 is listed there.
In other words, the House needs to appoint conferees and then a conference committee must come to an agreement and then file the conference report. That clears the confusion being addressed here.

I would ask the officer politely if I am violating any laws, and if not, I would ask can I now leave? that is all I would say, over and over. Video will be good to have. We know it will happen. I think if it happens often, lawsuits will remedy the issue. If courts don't rule in the favor of the person carrying the gun, then there is the answer. Cops can do what you are hypothetically proposing.
All the LE entities that opposed the amendment act like police couldn't conduct consensual stops. I mean, if a guy was really about to rob a place and the police officer just walks up and says "how ya doing?" and the guy turns and runs, RAS has been established. I really hope HB910 passes without the amendment because I wasn't planning on open carrying, but now I probably will just to record every encounter. :grumble After enough encounters, a nice settlement would definitely help me sleep better at night.
