According to the amendments section for sb 1566 it was amendment #6 of the 2nd read in the House and was adopted on 5/23. It is section 13 in the enrolled version of the bill that I linked to earlier

Was added as an amendment to SB 1566 which was signed in both the House and Senate. Link below to enrolled version of the bill. Look at section 13. http://www.capitol.state.tx.us/tlodocs/ ... 01566F.htm
