Maybe the store should be left open and staffed by (undercover) cops/feds. upgrade store and area video surveillance. start making arrests/building cases. Of course that all takes resources. Having a lawyer already on staff shut down a business owner; hey, that's already been paid for, so let's start there........
As Jeff Cooper observed, "evil is not overcome by fleeing from it". I don't think closing evil's favorite convenience store is going to put anybody in jail either. Perfidy will continue unabated, or at best, simply move down the road. I suspect that closing the store is solving the WRONG problem, or treating a symptom but not the disease.
