Clearly the answer is "common sense" arm control. After all, what normal person "needs" to be able to lift the weight of a 5 year old child over a railing. Mandatory, permanently attached, arm weights would have prevented this senseless tragedy. If people have jobs where they absolutely need to lift heavy objects that high, then they can apply for a license to use a higher capacity of their arm muscles (with lower weights installed). But we can also prevent the need for these licenses through a combination of better technology and mandatory maximum weights of 5 pounds on all items. After all, isn't a small sacrifice for some worth it if it saves the life of even one child?
