Darn legal definitions. In plain English "actor" simply means a participant in an action.

I'm curious to see where you got your definition of "actor" from. But the laws sometime refer to an "actor" (causing serious bodily injury) which by definition is a person, not a dog. And, a "person" can be an individual, corporation, or association.

Can a dog bite on the arm cause permanent loss of function to the hand? Can a dog mauling your face cause serious permanent disfigurement? I won't post pictures because they're gory and would probably violate forum rules, but the short answer is YES: an attacking dog is ABSOLUTELY capable of inflicting death or serious bodily injury.(46) "Serious bodily injury" means bodily injury that creates a substantial risk of death or that causes death, serious permanent disfigurement, or protracted loss or impairment of the function of any bodily member or organ.

I actually own one of the limited edition "Coyote Special" LCPs. After that incident, Ruger made 1000 of them to commemorate the Governor's marksmanship. I carry it in my back pocket as a backup gun or for easy CC in 30.07 locations.
